This page exists to give an explanation on how the Staff table (& many similar lists) is ordered.
Rank, then longevity

Those with greater ranks (or more ranks) are listed above those with lesser ranks (or fewer ranks) regardless of how long they have held those ranks, meritocratically, since those who excel the most will usually acquire the highest ranks.
In the case where two users have the same ranks, they are considered to be peers; they are equal in every way and do not outrank one another in any fashion, but we still have to list them in a certain order in the table. We do this by longevity; ask yourself which member acquired the ranks first, and place them first, while placing the newer arrival second.
In the unlikely event that any two users have the same rank and they both acquired that rank on the same day, then we again order them by longevity but with a different metric; ask yourself who joined Staff (joined most recently, so being Staff long ago but leaving doesn’t count) first, rather than who acquired a given rank first, and place the longest standing member first. An example can be seen below with Graviatar and Fall Out Wave. They both became Sentinels on the same day, but Graviatar joined Staff on June 26th, 2017, while Fall Out Wave became an Intern on August 8th, 2017, so since Graviatar joined first, he is listed first. Exceptional ties in the date of joining Staff are then broken by the time of joining the Wiki.
Interns are technically not considered Staff members at all, so they are always listed at the very bottom. If multiple Interns are present, then they are also ordered by longevity; whoever became an Intern first is listed first.
